The Groundbreaking National AI Policy
On April 20th, 2023, the Cabinet of Rwanda approved the National Artificial Intelligence Policy, marking a significant milestone in Africa’s AI governance landscape. The Policy was drafted through an exercise of collective intelligence—led by Rwanda’s Ministry of ICT and Innovation (MINICT) and Rwanda Utilities Regulatory Authority (RURA) and supported by GIZ FAIR Forward.
The development process was remarkably inclusive, involving over 120 private sector, public sector, academic, and civil society actors, and validation workshops with the public sector institutions responsible for implementing the Policy. Additionally, data was collected through interviews with over 35 local experts and 8 surveys administered to workshop participants.

The National Artificial Intelligence Policy for the Republic of Rwanda serves as a roadmap to enable Rwanda to harness the benefits of AI and mitigate its risks. Building on the mission of the Vision 2050, Smart Rwanda Master Plan and other key national plans and policies, the policy has several key pillars:

Institutional Infrastructure: Africa’s First C4IR
The Centre for the Fourth Industrial Revolution (C4IR)
Rwanda has established Africa’s first Centre of the Fourth Industrial Revolution (C4IR), a collaboration between the government through the Ministry of ICT and Innovation, and the World Economic Forum. Rwanda’s C4IR will primarily focus on data governance, artificial intelligence, and machine learning.
